Jill was raised alongside her sister, Heather Joy Arrington, by their parents Mary Jane Odum and Rick Arrington. Her paternal grandparents were Hazel and Richard Arrington. The TV personality is of white ethnicity and has an American nationality.

Jill was admitted into the prestigious University of Miami, graduating in 1994 with a Broadcast Journalism degree having majored in both Political Science and Journalism.
